The regional rates of unemployment are produced by Statistics Canada for use by the Employment Insurance program.

Footnote 7

Effective August 9, 2020 Employment and Social Development Canada announced that a minimum unemployment rate of 13.1% would be applied temporarily for Employment Insurance (EI) economic regions with an unemployment rate lower than 13.1%; regions with a higher unemployment rate would keep their actual rate. This temporary measure ended on September 25, 2021.
